Press Conference on the Works on Trading across Borders

A number of press conferences are being carried out in the Center for Analysis of Economic Reforms and Communication (CAERC) with participation of the working groups of the Commission on Business Environment and International Ratings. During the events, the presentations on the works done by the working groups of the Commission on Business Environment and International Ratings within the frame of complex business reforms applied during December of 2018 for increasing competitiveness  of business climate and creating more favorable conditions for entrepreneurs. Subsequent event was the press conference on the works implemented and novelties in the “Trading Across Borders” customs system. CAERC Head of Department Nijat Hajizadeh provided general information about the activities carried out under the guidance of President Ilham Aliyev for increasing favorable business climate and further improving the position of Azerbaijan in international ratings. After, Deputy Chief of the State Customs Committee Iqbal Babayev and Head of Department of the named structure Rovshan Namazov delivered a presentation on facilitating trade related to the fulfillment of the tasks of customs authorities, reduction of time and amount spent for documentation of goods and transportation and their pass through the borders, “Green Corridor” gating system, as well as electronic customs operations.   

During the presentation, the participants were provided with the information about the “Green Corridor” gating system that had been launched from February 1 of the current year in accordance with the Decree of President Ilham Aliyev dated December 21, 2018. It was noted that 282 of more than 500 appeals had been responded positively and other applications were still being considered. At that moment, 123 persons use the system for exporting, and 159 – for importing. The system let users deliver goods and transport directly to their warehouses without any customs control at checkpoints, load goods without participation of customs officer and export them from the country upon attaching appropriate customs guarantee on the vehicle. All systems operations are implemented electronically at any place with access to the internet. Also, the project “one inspector-one vehicle” was mentioned as one of the novelties ensuring quick and easy process of crossing the border. Due to the project, the number of vehicles passing through customs checkpoints in real time has increased, and it is considered as an important factor for accelerating trade. It should be noted that the presentation was also about the customs services provided by “Electronic Government” portal, and rules of their use.
