Round-table meeting was held at the State Tax Service (STS) under the Ministry of Economy with the participation of consulting companies and independent experts. The main purpose of the meeting was to provide information on a number of new digital services developed by the State Tax Service.
Speaking at the round-table meeting, Nijat Imanov, Head of the Tax Policy Department of the State Tax Service, said that projects related to the application of rules and practices that create favorable opportunities for the development of the private sector are being widely discussed in the “Business Entry” and “Tax and Accountability” working groups operating within the framework of the Commission on Business Environment and International Rankings. Within the framework of activities implemented, improving the quality of taxation rules, establishing an easy and effective service infrastructure, as well as ensuring the clarity of tax legislation provisions are of particular importance. It was noted that a number of new digital services have been developed by the State Tax Service based on the proposals put forward within the framework of the roadmaps implemented on the “Taxation” and “Business Entry” indicators of the World Bank Group’s “Business Ready” report.
Deputy Head of the STS Taxpayers Registration and Accounting Department Husniyya Abdullayeva made a presentation on the services “Electronic registration of LLCs with foreign investment” and “Electronic change of registration data of LLCs with local and foreign investment”. The meeting participants were informed on services related to electronic registration of LLCs with foreign investment, as well as electronic data change of LLCs with local and foreign investment. It was noted that taxpayers can change information such as the name of the LLC, legal address, composition of the Supervisory Board, legal representative, founders, authorized capital, etc. electronically.
Emil Hasanov, head of the STS International Taxation and Tax Monitoring Department of the State Tax Administration, made a presentation on the "VAT registration for electronic services of non-residents" service. The participants of the meeting were provided detailed information on activities implemented towards taxation of digital services, the nature of the VAT Portal (https://ecommerce.e-taxes.gov.az) and the registration process of non-residents on this portal. It was noted that "Apple Distribution International Limited" company has already been electronically registered for VAT purposes in STS.
Turan Alizadeh, representative of the STS Taxpayer Service Department, made a presentation on the project "Taxpayer access to the information of other taxpayers in the tax authority". He accented, that as a result of the implementation of the project, it would be possible to obtain information about each other in the STS relevant database at the stage of assessing the risks of work with counterparties, concluding contracts between taxpayers, and encouraging taxpayers to operate transparently and within the framework of legislation. The project is currently under finalization and will soon be made available to taxpayers.
Representatives of "Caspian Energy Club", "BM Morrison Partners", "Ekvita", "Dentons Europe (Central Asia) Limited", "Veysaloglu Group of Companies", as well as independent experts participated in the round-table meeting. The questions of the consulting companies and experts were answered, and they were provided with information on related issues.
