On May 22, a presentation ceremony of the Roadmaps for 2024 was held on the implementation of improvements and communication in the relevant field related to the "Entering into Business" and "Taxation" indicators of the World Bank Group's "Business Ready" project approved by the Commission for Business Environment and International Ratings. The working groups on "Entering into business" and "Taxation" are headed by the State Tax Service under the Ministry of Economy.
At the presentation ceremony, the State Tax Service under the Ministry of Economy, the Ministry of Justice, the Ministry of Finance, the Ministry of Foreign Affairs, the Ministry of Labor and Social Protection of the Population, the State Statistics Committee, the Central Bank, the Small and Medium Business Development Agency, the Center for Analysis and Communication of Economic Reforms, the Bar Association, "Azerbaijan Association of Accountants and Risk Professionals" Public Union, as well as a number of public unions, business associations and representatives of leading consulting companies, included in the working groups, participated.
Head of the "Tax and Accountability" Working Group, Deputy Head of the State Tax Service Ilkin Valiyev and Head of the "Entering into Business" Working Group, Deputy Head of the State Tax Service Samira Musayeva greeted the event participants and informed them about the work carried out in the relevant fields.
Vusal Shikhaliyev, the sector manager of the Administration of the President of the Republic of Azerbaijan, the head of the Secretariat of the Commission, spoke about the "Business Ready" project of the World Bank, and pointed out that this project is based on such components as the functionality of business areas in the country, business rules affecting the development of the private sector as a whole, and comparative evaluation of public services. It was reported that within the framework of the project, two important directions - "Entry into business" and "Taxation" indicators were covered, and 2-year road maps were implemented in these areas in the past period. The new road maps approved for 2024 will include raising the existing processes to a higher level, implementing a number of innovations, which are planned and legal-technical processes are being finalized.
Samira Musayeva, deputy head of the State Tax Service, head of the "Entering into Business" working group, gave general information to the meeting participants about the Road Map of the "Entering into Business" indicator, its sub-indicators and components, and talked about the reforms carried out in the field of state registration of commercial legal entities.
Talking about the reforms implemented in the Road Map in 2022-2023 related to the indicator "Entering into business", S. Musayeva said that up to 30 measures have been implemented, according to the laws of the Republic of Azerbaijan, including "On State Registration and State Register of Legal Entities", "Azerbaijan He noted that drafts of amendments to the laws "On Amendments to the Labor Code of the Republic of Azerbaijan and Civil Code of the Republic of Azerbaijan", "On Amendments to the Code of Administrative Offenses of the Republic of Azerbaijan" are being prepared. It was reported that as a result of the work carried out, technical possibilities were created for the electronic change of information of a commercial legal entity, "SIMA" electronic signature was applied during the online registration of a commercial legal entity, information resources were improved, and business subjects were informed about it.
The Roadmap for 2024 for the "Entering into business" indicator envisages the implementation of 16 different measures within the framework of 4 components for 2 sub-indicators. Also, a number of innovations related to the registration of foreign-invested commercial institutions will be implemented. Within the framework of the work to be done, expanding the scope of the process of coordinating the databases of state bodies involved in the registration process, creating a technical possibility related to the maintenance of the register of beneficial owners, the possibility of proactively registering subsequent changes in the registered data on commercial legal entities (changes in the founder and manager) by the registration authority. is supposed to be created.
Speaking at the event, Leyla Barkhudarzadeh, the head of the supervisory-analytical work group of the Ministry of Justice's main department of services in the field of justice, informed about the measures implemented in the field of simplifying the circulation of foreign official documents and the implementation of measures for the authentication of documents of foreign origin. It was noted that a service portal will be created in order to organize the translation services of documents of foreign origin in a unified environment.
