The State Tax Service (STS) under the Ministry of Economy held an online meetingdedicated to innovations towards state registration of commercial legal entities for microand small business entities on February 6, 2025. The meeting was attended byentrepreneurs, representatives of business entities, and heads of local companies.
Leyla Huseyn-zadeh, Head of Division within STS Taxpayers Registration and Accounting Main Department made a presentation on "State registration of commerciallegal entities and related reforms". L. Huseyn-zadeh provided information on the measurestaken to further improve business registration by the "Business Entry" working group, whichoperates within the Commission on Business Environment and International Rankings, and is led by the State Tax Service.
The meeting participants were informed that, at the initiative of the “Business Entry” working group, amendments were made to the Law “On State Registration and StateRegistry of Legal Entities”, the Labor, Civil and Administrative Offenses Codes. Accordingto the updated legislation, the procedures for electronic state registration of LLCs with localand foreign investment have been unified. The innovation has simplified the process of starting a business by making the electronic registration service fully accessible to foreignentities in the country. As part of the reforms implemented in this area, measures such as the “SIMA” digital signature was introduced during the online registration of a commerciallegal entity, consideration of persons subject to sanctions during the registration process, and restricting the use of e- cabinet for the head of a commercial legal entity on a readon ofexpired terms, were taken.
Moreover, a service has been activated to send an informational notification to theelectronic cabinet of commercial entities once a quarter regarding the need to apply forregistration of information changes. As is obvious, when selecting the types of activitiesrequiring a license or permit, the ability to access the “Licenses and Permits” portal after thecompletion of the electronic state registration process of commercial legal entities has alsobeen provided.
At the meeting it was accented on reforms going on to improve the businessenvironment. A draft of the "Road Map for the year 2025 on the implementation and communication of improvements in the relevant field related to the indicator of "Business Entry" of the "Business Ready” report of the World Bank Group” has been prepared.
During the meeting, mutual discussions were held and questions of participants wereanswered.
