On October 28, 2025, the next meeting of the “Business Insolvency” working group of the Commission on Business Environment and International Rankings of the Republic of Azerbaijan, chaired by the Ministry of Justice, was held at the “Baku SMB House”.
Members of the working and thematic groups, National Confederation of Entrepreneurs (Employers) Organizations, Small and Medium Business Development Agency and representatives of entrepreneurs participated in the meeting.
Opening the session, the head of the Working Group and Deputy Minister of Justice, Abiddin Huseynov, provided general information on the “Business Insolvency” indicator of the World Bank Group’s “Business Ready” report and emphasized the importance of the work carried out in this area.
Deputy Head of the General Department of Legislation of the Ministry of Justice, Sakina Aliyeva, brought to the attention of entrepreneurs the work done within the framework of the Roadmap for 2025 on the implementation of improvements and communication in the relevant field on that indicator. She noted about some of the measures taken to implement the Roadmap and stated that necessary actions have been taken to enhance the knowledge and experience of judges handling commercial disputes and lawyers in the field of insolvency, including the organization of training sessions, and that, in order to ensure the increase of public awareness in this area, relevant informational materials and video clips (including the publication of anonymized court decisions on insolvency-related cases in a separate section of Unified Judicial Portal, the placement and automatic updating of a reporting template on disputes in this field, etc.) have been prepared and shared in the media.
At the same time, Member of the Thematic Group, Farid Yagublu, noted the diffeneces between new draft law on “Reconstruction and Bankruptcy” and currently in force Law on “Insolvency and Bankruptcy”, highlighting the potential positive effects of the draft law on the country’s economy and on entrepreneurs facing debt burdens.
During the meeting, the opinions and proposals of the invited entrepreneurs in this area were heard, and their questions of interest were answered.
