The Commission on Business Environment and International Rankings met with business associations/civic organisations

Center for Analysis and Communication of Economic Reforms hosted a meeting of the Commission on Business Environment and International Rankings and chiefs of business associations /civic organizations in Azerbaijan.

Speaking at the meeting, Vusal Gasimli, Executive Director of the Center for Analysis and Communication of Economic Reforms, stated that the Commission on Business Environment and International Rankings has been running a public-private dialogue: “Along with representatives of public authorities and private sector, the Commission members, secretariat and working groups also involve leading consulting companies, brain centers and non- governmental organizations. The Public-Private Dialogue platform of the Commission has a mobile governance structure in addition to its long- term strategic targets. The portal Azranking.az facilitates result- oriented performance by offering digital platform for public- private platform.

This type of public- private dialogue contributes to economic reforms under auspices of President Ilham Aliyev making them more inclusive, result- oriented, far-reaching and systematic. Azerbaijan’s efforts to hold public private dialogue fit well with the principles of good governance and open government. On the other hand, public-private dialogue opens up more opportunities for civic engagement. It demonstrates that human factor stands behind the economic policy and the country’s economic policy aims to ensure decent living conditions for Azerbaijani citizens. It is simply because, the country citizens participate in forming the national economic policy through various channels – brain centers, civil society organizations, business units and public authorities. It the result of well-organized economic reforms that today Azerbaijan ranked 25th among 190 countries in the World Bank's Doing Business report and also ranked as the most reformist country across the globe. It is expected that Azerbaijan will further progress and move forward in the ranking this year because of the successful reforms carried out under the auspices of President Ilham Aliyev. ”

Moreover, V. Gasimli invited civic organizations to be closely involved in the activities of the Commission on Business Environment and International Rankings and become represented in separate working groups.

Further speech was made by Vusal Shikhaliyev, Senior Consultant at the Service of Assistant to President on economic policy and industrial affairs, head of the Commission Secretariat. He provided detailed information on the functionality of the Portal, as wells as its use in the “Electronic Clerical System” to the representatives of civic organizations and business associations. He further added that the portal has been created for digitization of the work of the Commission on Business Environment and International Rankings. The portal includes the following sections: general information about the Commission, legislation, activities, rankings, benchmarking, online applications and contact sections. With both Azerbaijani and English versions, the Portal aims to ensure that the decisions made at the meetings of the Commission are transparently communicated to the public. The Commission’s web page includes the sections such as general information, legislation, activities, rankings, benchmarkings, “apply online” and contact.

Sabina Salmanova, chief of the Department at the Ministry of Justice informed the participants about the "individual electronic window" system, created pursuant to the Presidential Decree. She stressed that the system has included 14 government agencies and all non-profit organizations. At the same time, the Ministry takes systematic actions to improve and expand electronic services offered by the system. Actions to be continuously improved include electronic filing of and response to applications on grant agreements, electronic filing, registration and response to changes in NGOs' constituent documents and their records in the registered data.

The meeting was followed by further speeches by the heads of civic organizations, who expressed interests in closer participation in the activities of the Commission on Business Environment and International Rankings.
