The Web Portal azranking.az launched an electronic system “Digital Calendar”

The Centre for Analysis of Economic Reforms and Communications hosted the presentation of the new electronic system “digital calendar” of the web portal Azranking.az. The new electronic system was launched to increase the performance of the Commission on Business Environment and International Rankings, enhance accessibility and transparency, as well as increase accountability to the public and business community. The Digital Calendar offers the following options as mentioned during the presentation attended by heads of the Commission working groups:

  • Plan ahead and announce electronically about the meetings of the working groups;
  • Optimize and ensure efficiency of meetings (not less than once a month);
  • Enable third parties to submit electronically the proposals and projects for discussion at meetings;
  • Ensure public participation using digital and interactive methods;
  • Increase satisfaction of citizens and businesses;
  • Build digital communication with businesses.

Note that by the Decision of the Commission Chairman dated on 17 September, 2018, “the Guidelines of setting up working group meetings of the Commission on Business Environment and International Rankings” have been amended with the introduction of the digital calendar system. Since the introduction of changes, meetings of the Commission working groups are held on a regular and extraordinary (unscheduled) basis. The regular meeting is held no less than once a month, during the third ten-days of each calendar month. Extraordinary (unscheduled) meetings may be called at the request of the Secretariat or heads of the working groups, as well as more than half of the working group members.

Notice on Working Groups Meetings shall be sent via a Panel to members of the Working Group no less than 10 business days prior to date of the regular meeting, and no less than 3 business days prior to date of the Extraordinary Meeting, and announcements on both the regular and Extraordinary Meetings of the Working Groups are posted during these periods (brief information on meeting, place and date of the meeting, start and end times of the meeting, meeting agenda) on the relevant section of the Commission's website ("Digital Calendar").

Where proposals or projects on regular (scheduled) meetings are submitted by third parties via a “Send a Proposal” online service, these proposals or projects shall be included in the agenda of the meeting upon the notification of the head of the working group. By the decision of the head of the working group, the person (s) who submitted the proposal (or project) may be invited to the meeting of the working group. Information shall be sent within no less than 7 business days after the meeting to the person who submitted proposals or projects to notify the person that the proposals or projects submitted via “Send a Proposal” online service have been reviewed and associated actions have been planned."

During the discussions, it has been stressed that the working group meetings shall be documented by minutes signed by the heads of working groups and secretaries with a copy sent for information within no less than 5 business days after each meeting to the working group members and the Secretariat. Information on the meeting (topics and issues discussed, decisions made, participants, photos from the meeting, the agenda of the meeting) are posted on the relevant section of the Commission's web portal.

Using the Digital Calendar, all users, including citizens and businesses can:

  • Get detailed information on working group meetings ahead of time;
  • Send proposals and projects electronically to discuss in the meeting;
  • Build interactive relationships with working groups;
  • Support the efforts of the working groups and get a right to participate in the meetings.

At the conclusion, it has been stated that regular actions will be taken to raise awareness on the activities of the electronic system “Digital Calendar”.
