On October 15, 2025, the next quarterly meeting of the “Tax and Accountability” Working Group of the Commission on Business Environment and International Ratings, led by the State Tax Service under the Ministry of Economy, was held.
The meeting discussed the results of the work done in the first half of the Roadmap for 2025 on the implementation of improvements and communication in the relevant field in relation to the “Taxation” indicator of the World Bank Group’s “Business Ready” report, and the measures planned for the next period. The event was attended by members of the Working Group, representatives of government agencies and the private sector.
The Head of the “Tax and Accountability” Working Group, Deputy Head of the State Tax Service, Ilkin Valiyev, made a speech and provided information on the measures taken. The Head of the Secretariat of the Commission, Sector Head of the Department of Economic Policy and Industrial Affairs of the Administration of the President of the Republic of Azerbaijan, Vusal Shikhaliyev, stated that the results of the “Business Ready” report would be announced by the end of the year. It was noted that the work carried out gives hope for achieving positive results.
During the discussions, information was presented on the implementation status of the planned projects, including the progress of work on the e-portal, the implementation of the AVIS-2 project, as well as the introduction of the pre-filling of tax returns system. It was noted that the pre-filling of simplified tax returns system has already been put into operation and, according to preliminary data, a large part of taxpayers are using this service. The members of the Working Group were also provided with information on a number of projects planned to be implemented in the coming period.
The meeting emphasized that cooperation with business consulting companies will continue regarding innovations in the field of taxation, reviewed the tasks ahead in the Roadmap for 2025, and determined the directions of activities to be implemented in the next stage.
